The ACLU is vehemently separatist when it comes to "Separation of Church and State" yet they now want the "Government", local or otherwise, to direct how public prayer is to be conducted. Now, isn't this the government getting involved in religion which is just what the Constitution prohibits. This whole concept of "Separation of Church and State" has been totally mangled by the ACLU that now even they don't know where they are at in their master plan. The Constitutional concept of Separation of Church and State was, and is, that government (any governmental body) will not stipulate, adopt or show preference, for one religion over another. That's it! No other options are on the table except for what the damn ACLU relegates into their warped concept of "Separation of Church and State". It's time we put the ACLU out of business. They have no business telling us what we are to think, say or do! Neither do the judges who they buy off to make these stupid decisions in court.
